# How to Fix Clipboard Not Working in Windows 11

## The Problem
`Ctrl + C` and `Ctrl + V` do nothing, paste inserts something you copied an hour ago, or `Win + V` reports that clipboard history is off. The usual causes are a stuck `rdpclip.exe`, a clipboard manager fighting Windows, or history simply never having been enabled—not a broken keyboard.

## Symptoms
* Paste always inserts the same stale item.
* The **Clipboard history** toggle will not stay on.
* Copy works in Notepad but not in a browser or Office.
* Copy works everywhere except into a Remote Desktop session, or vice versa.

## Step 1: Narrow It Down
Test in this order—it takes 30 seconds and decides which fix applies.

1. Copy text in **Notepad**, paste in **Notepad**.
2. Copy in Notepad, paste in your problem app.
3. Copy in the problem app, paste in Notepad.

* **Fails in step 1** → the Windows clipboard itself. Steps 2 to 4.
* **Works in 1, fails in 2 or 3** → one application is the problem. Step 7.
* **Only Remote Desktop is affected** → Step 5.

## Step 2: Restart Explorer
The clipboard chain runs through the shell, and a hung Explorer blocks it.

1. `Ctrl + Shift + Esc` → **Processes**.
2. Right-click **Windows Explorer** → **Restart**.
3. Test copy and paste in Notepad straight away.

## Step 3: Enable and Test Clipboard History
1. **Settings** → **System** → **Clipboard**.
2. Turn on **Clipboard history**.
3. Press `Win + V`, copy something, and confirm it appears in the list.

If the toggle refuses to stay on, the **Clipboard User Service** is not running. Because it is a per-user service with a random suffix, restart it by signing out and back in—that is more reliable than trying to start it in `services.msc`.

Turn on **Sync across devices** only if you actually want clipboard contents leaving the machine. On a shared or work PC, leave it off.

## Step 4: Clear a Jammed Clipboard
A single item that an application stored in a broken format can wedge the whole clipboard.

* Press `Win + V` → **Clear all** at the top of the panel.
* Or from **Terminal**:

```cmd
echo off | clip
```

Then copy plain text and test. Avoid copying rich content—Excel ranges, formatted web selections, images—until plain text works reliably.

## Step 5: Fix the Remote Desktop Clipboard
`rdpclip.exe` bridges the clipboard between local and remote sessions and hangs regularly.

1. Task Manager → **Details** tab.
2. End **rdpclip.exe**.
3. **File** → **Run new task** → type `rdpclip.exe` → **OK**.

Do this **inside the remote session**, not on your local machine, if the failure is pasting into the remote desktop.

Also confirm clipboard redirection is enabled: in the Remote Desktop client, **Show Options** → **Local Resources** → **Clipboard** ticked. ## Step 6: Disable Conflicting Clipboard Tools
Third-party managers hook the clipboard chain and can break it when they crash.

1. Fully exit Ditto, ClipClip, ArsClip, and similar—check the system tray, not just the window.
2. In **PowerToys**, turn off **Advanced Paste** temporarily; it intercepts `Ctrl + V` variants.
3. Password managers and some remote-support tools also hook the clipboard.
4. Test, then re-enable one at a time to identify the conflict.

## Step 7: When Only One App Fails
* **Terminals** often use `Ctrl + Shift + C` and `Ctrl + Shift + V` rather than the standard shortcuts, because `Ctrl + C` sends an interrupt.
* **Elevated applications** cannot always accept a paste from a non-elevated one. If you run an app as administrator, the copy source may need the same level.
* **Browsers** block programmatic clipboard access on some pages by design; check the padlock icon → **Site settings** → **Clipboard**.
* **Office:** **File** → **Options** → **Advanced** → check the Cut, copy, and paste section.
* **Virtual machines:** clipboard sharing needs guest additions or integration services installed and enabled.

## Step 8: Repair System Files

sfc /scannow
```
```cmd
DISM /Online /Cleanup-Image /RestoreHealth
```
