# How to Merge PDF Files on Windows 11 Without Uploading Them URL: https://www.mytechnician.tech/tips/how-to-merge-pdf-files-windows-11/ Published: 2026-11-08 | Author: Ankit Kumar Tags: Windows 11, PDF, Documents, Files Summary: Combine several PDFs into one file on Windows 11 or 10. What Windows can and cannot do, the Word and Print to PDF workarounds, and how to set page order. Recommended app: Quick File Converter, https://www.mytechnician.tech/apps/file-converter/ (Microsoft Store: https://apps.microsoft.com/detail/9MTH938Z7S55?hl=en-us&cid=mytechnician-web). Optional; every step below uses built-in Windows tools. ## The Problem A form asks for one PDF, but you have five: an application, a scanned ID, two payslips, and a letter. Windows 11 opens PDFs in Edge, and Edge can read, annotate, and print them, but it cannot join two of them together. Neither can File Explorer. That leaves three honest routes, depending on what you start with: * **You have the source documents** (Word, Excel, PowerPoint): combine them first, then save one PDF. See Step 1. * **You have photos or scans** (JPG, PNG): print them all into one PDF. See Step 2. * **You only have finished PDFs**: you need a PDF tool. See Step 3. ## Quick Checks First 1. **Check each file opens.** A PDF with an open password has to be unlocked before any tool can merge it. 2. **Decide the order now.** Rename the files `01-application.pdf`, `02-id.pdf`, and so on. Most tools list files by name, so the numbers set the page order. 3. **Check the size limit** of wherever the merged file is going. Upload portals often stop at 5 or 10 MB. If the result is too big, see [compress a PDF](https://www.mytechnician.tech/tips/how-to-compress-pdf-reduce-file-size-windows-11/). ## Step 1: Combine the Source Documents in Word This keeps text sharp and the file small. 1. Open the first document in **Word**. 2. Click where the next document should start, then choose **Insert** → **Object** (the small arrow) → **Text from File**. 3. Select the next document. Repeat for each file, in order. 4. Choose **File** → **Save As** → **PDF**. The same idea works in PowerPoint (**Home** → **New Slide** → **Reuse Slides**) and in Excel, where you can move sheets into one workbook before exporting the **Entire workbook** as PDF. ## Step 2: Join Photos and Scans with Microsoft Print to PDF 1. Put the images in one folder and name them in order. 2. Select them all in File Explorer (**Ctrl + A**), right-click, and choose **Show more options** → **Print**. 3. Set **Printer** to **Microsoft Print to PDF** and choose the **Full page photo** layout. 4. Clear **Fit picture to frame** if the edges of your pages are being cut off. 5. Select **Print** and give the new PDF a name. The full walkthrough, including page size and order problems, is in [convert images to PDF](https://www.mytechnician.tech/tips/how-to-convert-images-to-pdf-windows-11/). ## Step 3: Merge Existing PDFs Finished PDFs need a tool that copies pages from one file into another. Printing them to a new PDF does not work, because Print to PDF takes one document at a time. 1. **Avoid upload sites for personal documents.** A free merge website receives every file you add. That is a poor trade for a passport scan or a bank statement. 2. **Use an offline PDF tool** installed on the PC. Look for one that lets you reorder files before merging and preview the pages after. 3. **Check the result.** Scroll through every page: wrong order and a missing last page are the two common mistakes. > **Merging PDFs regularly?** [Quick File Converter](https://www.mytechnician.tech/apps/file-converter/) merges PDFs on the PC without uploading them. Add the files, drag them into order, and merge. Its page organizer shows thumbnails, so you can move, rotate, or delete single pages in the merged file before you save it. ## Step 4: Tidy the Merged File * **Rotated pages:** scans are often sideways. Rotate those pages in your PDF tool and save, so the fix travels with the file. * **Too big to send:** compress it. Scans are usually the cause. * **One page in the wrong place:** reorder pages in your PDF tool rather than merging again. * **Need to send only part:** see [split a PDF or extract pages](https://www.mytechnician.tech/tips/how-to-split-pdf-extract-pages-windows-11/). ## FAQ ### Can Windows 11 merge PDF files without extra software? Not existing PDFs. Windows can create one PDF from several images with Microsoft Print to PDF, and Word can combine documents before you save them as a PDF, but joining two finished PDFs needs a PDF tool. ### Can Microsoft Edge combine PDFs? No. Edge can view, highlight, draw on, and print a PDF, one file at a time. ### Will merging reduce the quality of my PDFs? A proper merge copies the pages as they are, so text stays sharp and nothing is re-compressed. Quality drops only if you print or convert the pages along the way. ### How do I change the page order after merging? Use a PDF tool with a page organizer, drag the thumbnails into the right order, and save. You do not need to start the merge again.
