How to Copy Text from an Image or Scanned PDF in Windows 11

The Problem

The text you need is stuck inside a picture: a screenshot of an error, a photo of a receipt, or a scanned contract. Selecting it does nothing, because a picture holds pixels, not letters.

Optical character recognition (OCR) reads the letter shapes and turns them back into text. Windows 11 already has OCR in Snipping Tool, and it runs on the PC.

Quick Checks First

  1. Is it really an image? In a PDF, try to select a line in Edge. If it selects, the PDF already has text and you can copy it directly.
  2. Make it legible. OCR reads what you can read. Zoom in, and rescan or retake blurry, angled, or dark photos.
  3. Handwriting is hit or miss for every tool. Expect to correct it.

Step 1: Copy Text with Snipping Tool

This works for anything on screen: an image, a scanned PDF in Edge, a video frame, or an app that blocks copying.

  1. Show the text on screen and zoom so it is large and clear.
  2. Press Windows + Shift + S and drag around the text.
  3. Click the notification to open the capture in Snipping Tool.
  4. Choose Text actions in the toolbar.
  5. Choose Copy all text, or select only the lines you want and press Ctrl + C.

If Text actions is missing, update Snipping Tool from the Microsoft Store. The feature arrived in version 11.2308.

Step 2: Use OneNote for Images You Already Have

  1. Open OneNote and choose Insert → Pictures, then pick the image.
  2. Right-click the picture → Copy Text from Picture.
  3. Paste wherever you need it.

Step 3: Use PowerToys Text Extractor for Quick Grabs

Microsoft PowerToys is a free Microsoft add-on from the Microsoft Store.

  1. Install PowerToys and turn on Text Extractor in its settings.
  2. Press Windows + Shift + T and drag around any text on screen. It goes straight to the clipboard.

Step 4: Make a Whole Scanned PDF Searchable

Screen captures are fine for a paragraph. For a 30-page scanned contract, you want a searchable PDF: the pages look the same, but an invisible text layer sits behind them, so Ctrl + F, copy, and Windows Search all work.

  • Word can open a scanned PDF (File → Open), but its results on scans are inconsistent, and the layout usually falls apart.
  • A dedicated OCR tool processes every page and keeps the original look.

Scans to search, edit, or archive? Quick File Converter runs OCR on the PC: it turns scanned PDFs and photos into searchable PDFs, scanned PDFs into editable Word documents, and tables into Excel. Latin-alphabet and Chinese text work out of the box. Other scripts, including Devanagari, Cyrillic, Arabic, Korean, Japanese, and Tamil, need a one-time download.

Step 5: Proofread the Result

OCR is very good on clean printed text and still makes predictable mistakes:

  • 0 and O, 1 and l, rn and m.
  • Numbers in tables, which matter most in invoices and statements.
  • Names, addresses, and anything in a decorative font.

Check every figure you are going to rely on against the original.

FAQ

Does Windows 11 have built-in OCR?

Yes. Snipping Tool's Text actions recognize text in any screenshot, and the processing happens on your PC.

How do I copy text from a scanned PDF?

Open the PDF in Edge, capture the page with Windows + Shift + S, and use Text actions in Snipping Tool. For the whole document, convert it to a searchable PDF with an OCR tool.

How do I copy text from a picture on my phone to my PC?

Send the photo to the PC (Phone Link, OneDrive, or email), open it, and use Snipping Tool's Text actions.

Why is OCR getting words wrong?

Low resolution, blur, shadows, and angled photos are the usual causes. Scan at 300 dpi or photograph the page flat in good light.
