How to Redact a PDF Properly on Windows 11

The Problem

You need to share a document with an account number, an address, or a name blacked out. The obvious method is to draw a black rectangle over it in Edge or another PDF viewer. It looks right, and it is one of the most common ways private information leaks.

A PDF stores text and shapes in layers. A black box is a new shape drawn on top. The text underneath is untouched, so anyone can select it, copy it, or search for it.

Step 1: Test Whether a PDF Is Really Redacted

Do this on every redacted file before you send it:

  1. Open the PDF in Edge.
  2. Press Ctrl + A to select everything, then Ctrl + C.
  3. Paste into Notepad.
  4. Search Notepad (Ctrl + F) for a word you redacted.

If the word appears, the redaction failed. Also press Ctrl + F in Edge and search for the hidden word. A match means it is still there.

Step 2: Redact in the Original Document

If you have the Word or Excel file the PDF came from, this is the cleanest method:

  1. Open the original and delete the sensitive text. Replace it with [REDACTED] or a row of X characters if the gap needs to show.
  2. Check headers, footers, comments, tracked changes, and file properties, where names often hide.
  3. In Word, choose File → Info → Check for Issues → Inspect Document and remove what it finds.
  4. Save as PDF and run the test from Step 1.

Step 3: Redact a Finished PDF

When you only have the PDF, you need a tool built for redaction. A highlight, a drawn box, a sticky note, or an annotation does not count.

What real redaction does:

  • Removes the content under the marked area: text, images, and drawing, not only what is visible.
  • Flattens forms and comments first, so a typed value in a form field is not left behind in the form data.
  • Removes hidden copies such as accessibility text, page thumbnails, and metadata that can repeat what was on the page.

Redacting files on the PC? Quick File Converter redacts by replacing each marked page with an image of itself, with the marked areas painted out, so nothing of the original page survives underneath. Pages without a mark are left alone. Its remove hidden data tool strips document properties and XMP metadata, stale page thumbnails, scripts, and attached files. Optional OCR rebuilds searchable text from the painted image only, never from the original text.

Step 4: Remove Hidden Data

Redacting the page is only half the job. PDFs also carry:

  • Document properties: author, company, the program and the user name that made the file.
  • Metadata on images: cameras and design tools write names, dates, and sometimes locations into pictures.
  • Attachments and scripts that are not visible on any page.
  • Old page thumbnails that can show a page as it was before an edit.

Right-click the PDF → Properties → Details to see some of this. A hidden-data cleaner removes the rest.

Step 5: Run the Test Again

Repeat Step 1 on the final file. Then check that the redacted areas are black (or white) at every zoom level, and that the file name does not give away what was removed.

FAQ

Is drawing a black box in Edge enough to redact a PDF?

No. The text under the box stays in the file and can be copied out in seconds. Use the test in Step 1 to see it for yourself.

Can Windows 11 redact PDFs for free?

Windows has no redaction tool. The free route is to delete the text in the original document and export a new PDF.

Can redacted text be recovered?

Not after true redaction, because the content is removed from the file. It can always be recovered from a black box or highlight, which only cover it.

Why is redacted text no longer selectable on the rest of the page?

Some redaction tools rebuild the page as an image so nothing survives underneath. OCR can add a searchable text layer back, built from the redacted image.
